Is there a PDF creating software, or atleast a PDF changing software that can add expiration dates or make it so that the document cannot be printed?
 
Doubtful, last I looked the OSS pdf readers didn't even honor those restrictions when they were added by Acrobat Pro. I printed a "secured" PDF just this week with evince.
