PCTV with Win2000 and VIA chipset, help me.

I am looking at getting into video capture on the PC. I have an Athlon 550Mhz(Abit KA7), Win2000, 256Meg ram, V3 3000, SCSI 18gig 10,rpm drive etc. I would like to know what people are using with a setup similar to this. Also if anyone has links to reviews on any PCTV cards could you post them? I am also open to getting the Radeon AIW if it would work with my setup(Win2000/VIA chipset) but if there is a low cost PCTV card my V3 3000 is good enough for me till the next generation cards come out.

Ok I got the Hauppauge WinTVGO in my system now and the TV part is good. What I am looking to do is capture video off VH1 (Behind the music) and put them onto a cdrom with my burner. I would like to be able to see them with a DVD player I plan to buy..... Any input???

UseAVI_IO to capture, and Tsunami to encode to vcd or svcd. Nero will burn svcd and vcd. If you want to cut the commercials, you can use VirtualDub for linear editing.
