"PCs just aren't meant to do anything arty"

Is there an equivalent to Final Cut Pro 4 (for Mac) for the PC? This girl I know claims "PCs just aren't meant to do anything arty", and I tell her the OS has nothing to do with what types of software it can run. She needs good software for digital video editing, any recommendations? All I know of is Premier

I prefer premiere to fcp myself. If she's looking to do more effects work, use after effects (vastly better than fcp for arty transitions and such)

Final Cut Pro > *

There's nothing better than a Mac for Video Editing, but you can suffice on a PC with Premiere.
