PCP&C Pulsating power?

Well during my Vista install, my computer shut off. I turned it off from the Surge protector for 15 mins., and it still won't turn on. I noticed that I can hear my speaker pulsating at the same time my lights on my MB are flashing.
I guess my PSU is malfunctioning?
I thought the PCP&C 750 would be overkill for my system, or maybe I just got unlucky with a bad one.
I've only seen one other similar post with this problem. I hope it's not the MB.
Maybe I'll have to go with the PCP&C 850?
Anyone have ideas what the problem is here?
Thanks.

I just tried w/o the surge protector, and it still has the same problem. It is a Belkin Surgemaster II (don't know how many joules, but says 1875W max on the bottom)

Interesting. My friend just got a PCP&C 750W and it blew up on him. Like literally blew sparks and smoke out the back of the unit :Q He was far from loading it down too, only a phenom 9600BE, radeon 4850, two hard drives, and a DVD burner.

Awesome!

Well, just got a PCP&C 860W Turbocool. Let's hope it fixes my computer, and:

1) Doesn't heat my room like an oven
2) Louder than my oscillating fan
3) Fits in my case ok.

Actually the Turbocool is really not that loud. Maybe a little more than the 750 Silencer. I was expecting much worse.
