PCMCIA network card problem

Hey all, I'm having a problem with a 3com network card for laptops. I'm hoping I'll be able to find a solution here. Well, the problem is, whenever the pc card is plugged in, Windows 98SE won't boot unless I hook up the network cable. I'm assuming it's doing this because it's waiting to get an IP from the DHCP server. The person I'm trying to help isn't always gonna be hooked into the network. The only solution I could come up with so far is to remove the network card when he's not connected to the network. I'm sure there's an easier way. I haven't had a problem like this except this particular network card. I forget the model but it's a 10/100baseT nic with Xjack.
