you 56k modem may not be a v90 modem. it may be either a k56 or x2 modem and your isp is not support your modem. try updating the firmware to v90 if there is any and it should be fine.

Also, where are you calling from and what about the number you are calling? Both of the ISPs that I use have a 800 number that I use to just download email and both are capped at 28K (paying 10 cents/minute is better than paying 75 cents for a local phone call when I'm just retrieving mail). I rarely get about a 24K connection from most hotels but at my house I can nice 48K connections. Could your phone itself be a limiting factor?
