PCMCIA modem installation problem on notebook.

1. If the PCMCIA modem is installed COM3 but the IRQ is 7, it won't work right the IRQ should be 4?

2. If in XP Device Manager on COM Ports only COM1 is listed, does that mean COM3 is not installed?
