If u want ur comp to crash sure go ahead 😛
This is the clock speed of the interface, not only can it make ur comp unstable, but it wil also make no difference what so ever. The PCIE interface is MORE than enough, considering cards only now are starting to be restricted by agp4*.

Messing around with your pcie clock will most likely destabilize your system. Not a good idea.

depends on your mobo, imho
on my MSI K8N Neo4-F, I got best stabilty/ somewhat higher 3DMarks at 110mhz
on the VNF4-Ultra, it didn't have any positive effect on performance, but didn't hurt stability, so I left it @100mhz
on my DFI, even 103mhz results in instablity for me
