PCI with Y, Cb/Pb or Y, Cr/Pr inputs?

Since I use my monitor as my TV (small space in dorm), I am looking to buy this adapter to get the most out of my PS2. I was wondering if there are any inexpensive PCI cards that simply accept either Y, Cb/Pb or Y, Cr/Pr inputs. I have been searching high and low for some time, and have not found anything useful.

There are none. You can buy a transcoder that will convert component to VGA so you can connect your PS2 directly to your monitor. Last I checked, decent ones started around $125 and go up from there.
