I know most threads here are about new stuff, but I need to know what the best PCI graphics card would be for a 166mmx.

I suspect that a Voodoo 3 is the best, but does anybody know better?

The voodoo 3 would fit this just right, there' going for around $50 don't spend more that on your system. I don't think that anything higher than a V3 will benefit.

Any idea what CPU upgrades are available on a board that does not have voltage or multipliers greater than 3.5

I don't think that's a voltage multiplier, that's I/O voltage you don't want to mess with that.
what's your board?

I think Duron's 750's are going for $40
