PCI Video card /w TV-OUT that outputs VGA and TV-OUT at same time?

Do most, or any video cards that do TV-OUT (either comp. or s-video) output through the monitor (VGA) and the TV-OUT at the same time?

I wanna have it output to a monitor, and to a TV at the same time.

Do they do this? Or is it one or the other?

If you know of a cheaper card that does this, could you name it please?
