PCI Video Card for LCD TV?

My GTX260-216 is already connected to two LCD monitors so I need a second card for the LCD TV. It needs to be PCI-Express 1x or PCI since that's all I have open on my mATX mobo. I'll be using it to watch DVDs, video files, YouTube, etc. on the 26" LCD TV.

I've narrowed it down to these:

PCI-Express 1x 8400GS
- Not sure what the memory bandwith is, but it does have 256MB of dedicated video RAM.

Which one should I go with?
 
Those are a bit expensive. If i were you i'd lounge around the FS/FT forums. You could pick up one of these for half the price.

My BFG 5500 256mb 128-bit DDR PCI card did movies and youtube just fine on my TV, so you could get away with a 71xx or 92xx or higher and be just fine in terms of movies.
 
I would think your Q6600 is fast enough to decode Bluray even without hardware assistance, if that makes any difference.
 
What about using something like the EVGA UV Plus+? I don't really want to use a PCI video card because I have a USB / Firewire card in my PCI slot that I'd like to keep.
