PCI Slot voltage monitor?

Is it possible to use a thrid party software utility or anything of the sort to check out the voltage of the PCI slots?

The reason for that is because I have a TV tuner card with FM radio. The card has been damaged 3 times so far. Last time, the repairer said that the ROM had been flashed. He said, it could be due to the voltage supplied to the PCI slot being unstable causing the damage.

Does anyone know of any utility which I can use to monitor the voltage of the PCI slots? Thanks in advance for the help.
 
Thanks! So that repairer just lied to me. MY TV tuner card is the Leadtek WinFast TV2000XP Deluxe. Think Leadtek is not that good in TV card.
