are you pairing this newer card with an older CPU/motherboard? because if you're buying anything relatively new (IvyBridge or newer), it will likely be PCI-e 3.0. The motherboards have a chipset on them that have PCI-e 2.0 lanes, but the PCI-e 3.0 lanes are provided by the CPU.
