PCI Mode on my GF4

My card has always run in PCI mode (described as PCI compatibility mode by nvidia). Why is it running in this mode? I have tried from 28.x to the current ones. I am downloading the new VIA 4in1 for my Epox 8k3a. I know that the card being in PCI mode affects its performance (I rarely play games ATM, waiting for d3 which used to have a march release date and has now moved to july?). Anyone have this problem before? If so, how did you fix it?
Exact model is Leadtek A250 Ultra VIVO (I am thinking that maybe I should install all the VIVO drivers and see if that fixes it)
 
I screwed around with my IRQs, uninstalled the video card, installed the leadtek drivers, installed the tuner drivers, installed the nvidia 40.72 whql drivers. Now I am getting around 12500 each test. Is that normal (10.5X166 XP 1600, 2700 DDR 512MB)? I think that maybe the tuner aspect of the card holds it back a bit, but not too much.
Does anyone know of any reviews that have the 5800 (non-ultra) being overclocked to the performance level of the ultra? I know it is fairly early to be looking for overclocking stuff on the nv30. Why did they have to use 128-bit. I still think the nv30 will outperform once the drivers mature and games start utilizing cg.
It is not possible to run those cg demos that nvidia has on their website on a radeon 9700 pro? I would like to see how it performs in those, but it probably will not happen until, if at all, ati builds some kind of driver support for the cg. Just mumbling. I have not posted in weeks now, since I just went from a 200KB/s cable line to a 1KB/s T1 line that is seriously screwed (I stopped working at the IT at my college, because the guy who runs it and the whole network has no idea what he is doing and will not listen to anyone who does.)
