PCI latency - need more info; what it is, how it affects hardware

I'm just wondering how it affects hardware in general; what does it do to a sound chip for example in terms of static? I have an AK35GTR and I'm trying to get rid of the static in Podracer; tried a few suggestions involving conventional drivers and programs, but I found a nifty utility called PCITIMER; think it's written by Bill Lane; don't have a website handy for it.
I'm just wondering if messing with the latencies of my hardware could help/hinder performance of anything. That's why I'm looking for info on how latencies affect various hardware components.
 
All I can tell you is I had to use a program that changed the PCI Latency to make a GeForce 256 Pro and a Creative Audio PCI work together properly in a VIA MVP3 system. The problem was static in almost any game.
