PCI IDE controller "Dynamically disabled?

Can run 2 HD's (each a master), 1 HD and 1 CD (each a master), but can't run 2 devices on the same IDE cable (actually can run both HD's on the primary cable, but if you check Device Manager, it says the PCI IDE controller has been "Dynamically disabled"). Can't run the CD at all on either cable with another drive on it - master or slave! ???

Help!!!

Setup problem???
