PCI Express x16 slot or the video card?

Hi all. My PC won't start. So, I returned my PSU under warranty and replaced it with a new one. That didn't fix the problem. So, I unplugged everything and started from the bottom plugging one thing in, power up, then plug the next component in, then power up, and so on. I found that when I have the video card in the PCI Express x16 slot, my machine will not power up.

Here is my question to you: Which is most probable: the card is bad or the slot is bad?

Can you find another machine to test the video card in? That would be the easiest way to determine.
