What uses a PCI express X 1 slot???

Not much at the moment, it'll eventually replace PCI for exactly the same roles.

I believe some RAID cards run pretty well on 4x, as well as some SCSI controller cards.

That I know of. If, and this is a big if mind you, I understand PCI-E lanes, 2x= 2.5gb's, so I would believe that whatever needs 5gb's to run,(or less), would need the 4x slot.

I have heard that top end video cards right now only use about the equivalent of 7 lanes, so they are drawing about 8.75gb's.

I'm pretty sure you can get USB and firewire cards in PCI-e 1x as well.
I wish they'd make some sound cards. There should also be more TV tuners available.
