? What do you mean?
If you mean the fans which take up a slot in the back of the case, they don't plug into the motherboards, they hook up to the PSU, and just block a slot so they can exhaust out the back of the case.

I assume you mean something like the Sunbeam Theta, and the answer to that is, no I havent seen anything like that, sorry.

Most of those cards only use the PCI connector to balance itself, even that picture you gave of that Vantec Spectrum. If you look at the photo provided by Vantec, there are no electrical traces on the PCI connector, it is only there to secure the fan, so that it doesn't fall down when you move the case around, or if the screw on the back get loose.

If you need one to lock onto a PCI-e slot, just do some modding on that plastic connector, ie. make a notch according to the PCI-e x1 notches and you're good to go.

The power for the fans come from another cable actually that hooks up to the usual 4-pin or 3-pin power connector.

Also, I think that last short segment of a standard PCI slot is the same size as a PCIe 1x slot, you might be able to trim the plastic part of the Vantec card that goes into a standard PCI slot and leave that little end that would plug into the short segment of a standard PCI slot. That might fit into the PCIe 1x slot itself.
