PCI Express Link Width

I just built a new computer using old and new parts and I am wondering how to change the PCI Express link width as it is currently at 2x but my video card is in a 16x slot

Here are my system specs
Gigabyte GA-MA770T-UD3
4GB of Kingston DDR3
AMD Athlon II x4 635
ATI/AMD Radeon HD5450
Antec Earthwatts EA-430D
Hauppauge HVR-2250

Did you just swap parts and do a plug and prey? Or did you do a fresh install of the OS?

Other than doing a fresh install and making sure you got all the current drivers for the MB etc installed....You could try to reseat the video card again.

Maybe try moving the Hauppauge HVR-2250 to a diff slot if possible?
 
I did a fresh install of Windows 7 Home Premium
Should I install the latest MB drivers? I thought W7 installed all of the drivers automatically
The only devices I had to install the drivers for were the HVR-2250 and the onboard Ethernet
