PCI-E x16 Question

This is probably a rookie question but I've never had to do it.

On a Motherboard such as the ASUS P6T, can you install a single Video Card in any of the (3) PCI-E Slots with full x16 Support? I ask because I would be installing a Creative X-Fi PCI Express Sound Card (the 1x PCI-E Card) and using a (2) slot video card would block that slot unless I moved it down to the middle PCI-E x16 slot. I assume you can do that but am I sacrificing any performance that way?

Are the "Blue" Slots x16 and the third "White" one x8 ?

Install the graphics card in the first slot and the sound card in the second x16 slot. There will be no performance loss.

So, you can install a 1x PCI-E card in a x16 slot? I didn't even think of that but if thats true, that makes much more sense.
