well nvidia have produced a brand new chipset, Via has done the same will this dying platform carry over to PCI-E? sales of socket A's are still quite high id presume

Almost a plain No. Socket-A north bridges with 16x PCI-E for graphics are not going to happen; however someone might use one of the new VIA or SiS south bridges with added 1x PCI-E links with an existing northbridge. Either company's modular chipset architecture lets you do that.
