I just opened and installed a Xion PowerReal 880W PSU into my quad-GPU F@H cruncher.
It has 4 PCI-E leads, but only two sets of wires coming from the PSU, with two sets of PCI-E connectors on each lead.

Would I be correct in surmising that when it comes to power delivery, that it is no better than a PSU with only two PCI-E power leads, and using a pair of PCI-E power splitters?

Because I have an OCZ 850W PSU with 4 12V rails like the Xion, but it only has two PCI-E power leads, for which I would need to use a pair of splitters.

No. IIRC the 75W limit was with the connector (or pins) themselves, not the wires (as long as they are of sufficient gauge).

The splitters add a little extra resistance and an extra point of failure, but otherwise yes they are essentially equivalent.

One other thought is if the PSU has working OCP, it may limit the amount of current to the cable.
