PCI-E card not getting power

I have a DWA 556 PCI-E Wireless adapter and a GigaByte GA-K8NF. The card does not get any power until windows loads. In my Linux LiveCD dristro the card is not recognized because it is not getting any power. Also, while the BIOS is loading the card light is off, it stays off until the windows load screen is done (in vista the load screen a little scrolling/rotating bar).

Why is this? Is it possible to somehow get the motherboard to give the card in the PCI-E slot without windows being loaded? Is this a card issue or a motherboard issue? Any ideas on how to get this to work?
