pci cooler questions

do those coolers that fit into pci slots actually help cpu temp and o/c stablilty?

It depends how good your case cooling is already. If you have good cooling it might not help much. If you cooling in below par it might take you down a few degrees.

it will do NOTHING for you cpu temps or stability. The only thing it will do is cool down your agp or other pci slots. They are for localized cooling only, and they are good at that, but it is gonna do nothing to your cpu temps

He is right. Axial fans like those are meant for localized cooling. There are "system cooler" versions that are on a big mount, and they stick into your system, but then, it would probably just be in a mess of IDE and power cables, depending on which slot you place it in:)
