Why can't I install the PCI SIMPLE COMMUNICATIONS DEVICE in win2k

I have a prehistoric 3d rage2 graphics card installed and I'm trying to install a diamond supra express 56i pro modem card.

It doesn't matter where I look I can't find the drivers for the PCI Simple Com Driver

Please any help.
