PCI clock problems on A8N-SLI D

Whenever I check Ntune as to my PCI clock setting, it says 19.0 mhz even though in the BIOS I've manually set it to lock at 33.33 mhz. Clockgen as well as Ntune both show the PCI bus frequency raise when I slide the CPU tab. I can go into the BIOS and OC to 220mhz fsb and then Ntune and Clockgen show the bus locked at 33mhz. Does the PCI lock not work at a 200mhz fsb or when it's not OC'd? Also, Clockgen shows CPU voltage at 1.300, Ntune shows 1.55 and Asus AI booster shows 1.44. Which one is more accurate? CPU voltage is set to auto in the BIOS.
