PCI card fan???

I'm adding 1-2 drives to my Dell 4700 (music server w/ a backup drive). One IDE drive will be in a Kingwin removable tray that has a fan underneath. But I'd nevertheless like to add another fan. I don't really see anywhere to readily hang an additional fan.

But I've run across a couple of PCI fan cards. Neither actually requires a spare PCI slot, just the bracket and interior space. Which is good, since I only have a couple of PCI EXPRESS slots available on my board. But I don't have any extra graphics cards and can't imagine ever needing on. (What else might go into a PCI Express x16 or x1 slor?)

So the question is: are either of these fans worth a installing??

I've heard that ones like the first one can be fairly noisy, but I have no direct experience - and those two dinky fans on the second are hardly worth bothering with - but perhaps you could adapt one or both of those tubes with bigger fans - places like SVC.com or jab-tech.com usually stock fan adapters.
