PCI Capture card vs external solution

What my friend wants to do (mainly) is transfer his VHS tapes to DVD, and he asked me which would be better, a PCI video capture card or an external device that, for example, plus in via USB and why. What he's mainly concerned about is quality and speed. He's not expecting to turn water into wine here, but I think he just wants something that will let him make exact copies to DVD. He right now has a PCI card and wants to know if that is okay to use. I personally have never done this so it's all uncharted territory for me, so I thought I would ask the AT guru's this question and see what you guys come up with. Thanx
 
I had this same thread about 6 months ago, and everyone told me to get a PCI card because the transfer rate is much higher. I think that the best USB2 or Firewire solution is only like 12mb/sec., whereas PCI ones are a lot more (sorry, no numbers for that).
