PCI bandwidth problem

I have tuner (ATI TV Wonder Elite) that sends the audio over the pci bus instead of through a cable to the soundcard line-in (which is how every other tuner I've had before this one did it).

The problem is that my audio stutters. It doesn't seem to be related to anything on the pc, it can just be sitting in windows and I'll be doing nothing, and the audio will stutter a little. If I try to play a game with the tv running, it stutters more.

I was able to reduce the stuttering by disabling the onboard firewire which was sharing an IRQ address with the soundcard. However, the audio still stutters a bit.

Does anyone know anything about bios options for pci stuff? I'm looking for any suggestions you folks might have, thx.
