I'm building a custom case and my design calls for the cards to be parallel to the mobo to cut down on the height. So basically I'm looking for an ide type of cable, but for agp/pci slots. If nobody sells these, is it possible to make them? Thanks.

Some of the older Shuttle cases come with a 90 degree adapter... but those would only allow you to use one PCI card on typical motherboards I think.

Some older Compaq boards have PCI riser cards.... but I imagine those are proprietary. Also, a cable style adapter would probably not work due to signalling issues.

Any pictures/drawings of what you are trying to do? I'm curious to see what it is you're trying to implement.

no such kind of cable, they do make right angle adapters as already mentioned. they run $20 to $50.
