pc3200 ram running at pc2700 speeds

Should I be worried about cpuid? I haven't confirmed this problem with any other software (if you know some please help). The problem I see is that I'm using 2 different giel models in the system. Even if I relax the timings to 2.5 (the spd for the 1 module is 2.5 and the other is 2) and set the memory in the bios at 400mhz it still runs at 333mhz (or so says cpuid). Of course these are both 3200 sticks (or so says cpuid)

Here are the SPD's for both sticks below:

Frequency : 200mhz
Cas# Latency : 2.0
RAS# to CAS# : 4
RAS# Precharde : 4
TRAS# : 8

Slot #2 (the culprit me thinks)
2 spd timings one for 166mhz and the other for 200mhz of course the relaxed timings are for the 200mhz

Frequency: 166mhz
Cas# Latency : 2.0
RAS# to CAS# : 3
RAS# Precharde : 3
TRAS# : 7

Frequency: 200mhz
Cas# Latency : 2.5
RAS# to CAS# : 4
RAS# Precharde : 4
TRAS# : 8
