PC3200 or 4000 for Sempron OC?

I'm going to upgrade pretty soon and thought I would go for the ol' 2600+ Mobile. But after reading up on the Sempron 3100+ I'm beginning to think this is the better (value) choice since I would get a socket 754 mobo that will last me longer.

After reading this article I'm confused:
PC3200 low latency RAM roundup

Should I get one of these higher priced lower latency RAM chips for my overclocking, or will I be better off with a PC4000 value RAM chip? I want to be able to push my OC to around 2,4-2,5 ghz (which translates to a bus speed of around 260-270 mhz).
