PC your more ram than it needs?

I got 16gb of ram. Task manager reports im using 23% of it so around 3.7 gb but I go to add all the tasks up and it is around 1.3-1.5 gb total. Stopped counting when I got to single digit processes which are roughly half of all running process. numbers dont add up, whats using up the other 2.2 gb?

Open up resource manager, and it shows you what you are looking for.
There is also some reserved for certain things in the system as well as the OS taking up a chunk of it.
