pc works slowly

My PC's problems are

a) when i do multiple tasks,the hard drive appears to work very hard.It makes noise.
b) my pc is athlon 1700 XP+ with KT3 ultra motherboard,128 DDR ram. But it shows 1100 Mhz(actually 1460 Mhz) at start and in the bios.
c) when i copy from one location to other in the hard disk(Maxtor 60 GB,7200 rpm), it becomes very slow, about 1/4 th speed as it was.During the period of copying it makes much sound.Other functions become slow.I tried it with other hard disk in my system and found them to be slow . I also checked my hard drive in the other system and found it OK.I have also checked AGP and its OK.
d) it takes much time to load windows (xp).about 4 times as it was.

Anyone can suggest me.

128mb ram with WinXP is their minimum requirement - I won't load XP on any systems unless I can put 256mb.

I dont have the patience to wait for it to process information, even with a decent processor.
