PC won't turn on unless you unplug power. Help.

Well I got a new CPU (from Anandtech forums )and my PC won't turn on unless I first unplug it and plug it back in - then push the power button. Sometimes it takes a couple times of pushing the button for it to work.

Once the PC is up and I go to start > shutdown. And the PC is off - if i try to turn it on the LED case fans try to kick in for 1/2 a second and then it dies. The LED trouble shooting lights on my mobo light up and stay on(now that I think of it - I did not look at the post code on the LED screen nor did i look at if all 3 LED lights are turned on I will do that when I get home) - but none of the fans will spinning and HDD won't start. No POST!

The PC is 100% prime stable when it is up and running(30 hour stress test). Memtest86+ 30 passes.

The new CPU is a Opteron 165(dual core 1.8ghz). I had an AMD 3700+ (singlecore 2.2ghz) in there before. And did not have this problem at all!

450Watt Fortron Source 24 Pin PSU
EPoX EP-9NPA+Ultra, nForce4 Ultra (Socket 939)
2000 MB of OCZ PC3200 @ 2-3-2-5 1T
eVGA 7800GT 256MB w/ copper heat sink (#N516) OCed
Seagate 160.0 GB @ 7200 RPMS
Creative Audigy 2
Windows XP SP2

What do you think could be wrong? It sorta sounds like it could be the PSU... but that doesn't explain why it was working before I swapped CPUs and the fact that it is prime stable.

One thing to note is that my board doesn't recognize CPU voltage correctly and adds .1v to what it is made to be. so I under volted -.1v. I even tried keeping it at stock (.1v overvolt) and it still doesn't POST.



 
Make sure all power cables are tight including the power cable into the PSU. If it still doesn't work try another PSU.
 
i have the same problem with my server. I think it is a power supply issue. check your capacitors. www.badcaps.net

edit... i have the same MB. i wonder if it is an issue with that? let me know what you do if you figure it out. specs: amd 4000+ ati x800 pro, epox 9npa ultra, enlight hot-swap 300watt ps in enlight rack mount case.

Very weird... Do you have the latest bios like me?
 
Try to isolate some components,like you did the the psu, My motherboard has been a bit flaky since I switched from my single core san diego to the x24200 I got from the hot deals section. Mine doesnt like to see hard drives connected by pata after a reboot, if I reboot again it seems to see them fine, Its a NForce 4 board as well and removing and reinstalling nforce drivers seemed to help me but that shouldn't affect booting at all.
