PC won't turn off (Dr Debug 05)

I have an ASRock Z77 Extreme4 that I previously suspected of dying, though when I installed my new PSU, everything works perfectly except when I try to shut it down.

I found this topic that has the exactly the same problem as mine as it seems the advice would be to clear CMOS. My question is what all is affected by clearing the CMOS?

Also, my motherboard comes with a CLR CMOS button on the back and after reading quite a few different forum topics on clearing the CMOS with this motherboard, a lot of people are experiencing lockups after clearing. I just got my PC back up and running after my PSU died last week so I'm very hesitant to clear the CMOS without some advice.

Pay attention to the settings you are using before clearing. There is no reason clearing the CMOS would cause lockups as long as you set it properly afterwards.

Could you be a little more specific on which ones to look for and where I look for them? I never messed with the BIOS in the past except when I was doing initial startups and was simply looking to see what was being detected. I would like to get this done tonight since I'm working all weekend.

Boot order, onboard devices, memory configuration, sleep settings, would be the big ones in my book. What I would recommend is to look at your motherboard manual and make note of anything that isn't stock.

BTW, if this is the computer you will be doing the aforementioned work on, I would wait on making any changes.

Once I clear the CMOS, will it reconfigure it all or do I have to configure it by hand? Since I've changed nothing, I'm hoping it will just boot like normal; but what I've gathered by other people, once I press the button, I wait ten minutes, then I have to spend another 20 minutes putting everything back to normal (assuming it doesn't lock up like others have reported).
