PC Wont Start ... no sign of Current passing .

my unle has the following specs :

Intel Pentium D 820
Intel 945GNT
Kingston 512MB DDR2 533
EVGA 6800GS
Samsung 80GB SATA .
3 Optical Drives including a DVD-Burner .

and Macron 400 watts 24-pin PSU .

while the same thing happened like a month ago , when he was using a 300 watts intel approved PSU .
the mobo was sent back for warranty claim , and my uncle got a Brand new 945GNT after 2 weeks .
we figured it out that the PSU was not supplying enough power for the 6800GS .
so we changed the PSU , and in the market of the macron PSu was available .

and NOW ,
the same thing happend .
its not the PSU , i tested the PSU with my PC and it worked fine .
everything , the CPU , VGA , RAM , Hardisk and drives are running fine in my PC .

and THE Problem is that after pushing the POWER Button the CPU fan Runs for a while and then it stops and the ther eis no active current in the PC .
but the Power Light is On , but the PC wont START .

while guys i dont even know what is wrong , my knowledge is limited and numb rite now .
i just want to know whether :
1 ) the Intel 945GNT Series are full of faults , OR
2 ) or the 6800GS is too much power hungry , OR
3 ) the PSU is not powerfull enough , OR
4 ) the Pentium is Power hungry .


so guys a need a little bit of technical help amd advise and plz suggest a CHEAP good third party mobo manufacture for the Pentium D , liek Asus , MSI , Gigabtye , etc .

unplug everything from the mobo, leaving only HD, mouse/KB, and preferably, a lesser, PCI video card, and see if you can start.

if not, check all the power connections.

if it still doesn't work, start testing the PSU, video card, mouse/kb on a different computer

well tired it already .
the mobo wont run even with the onboard GMA950 .

and also tested rest of the products on my own pc and everything works fine .

i just want to know whether ther eis some technical fault in the Intel mobo .
