PC won't shut down properly

Brand new budget build.

Biostar M7NCD NFORCE 2
CPU AMD SEMPRON 1.5GHZ
Memory ROSEWILL 512MB PC3200 (single stick- I told them to get 2 X 256 but they didn't)
Hard drive 40GB SAMSUNG 7200RPM SP0411N OEM
S3 PCI videocard I kept from their previous computer.

When you go to Start/Turn Off Computer/Shut Down, the computer restarts.

I have uninstalled every single thing (Motherboard drivers, Wireless Lan Card drivers, Norton, Office, Spybot) all the way back down to Windows, just to make sure.

I have checked and rechecked Power Options, nothing is set to awaken for any reason.

In the bios, I could not find anyplace that would indicate it should power itself back up when shut down. There is no Wake On Lan option, and just to make sure, I also disconnected the computer from the network, uninstalled and removed the wireless card.

I searched the manual and scoured the motherboard looking for a jumper setting to change, and have found nothing. For the moment I am out of ideas, except to reinstall Windows. I can't see how I would get a different result from doing that.

At present, only Windows + SP2 and a videocard are installed, and it still restarts itself. It's 2am, and I'm going to bed.

Any other ideas would be appreciated. Thx.

Try a different PSU. The only time I've had that problem, it was a PSU issue.

Just finished fixing a similar problem on my own new build. It was the network adapter, set for some version of Wake on LAN.

What took me so long to fix it was that the setting wasn't in the BIOS. It was in Device Manager - (network adapter device) - Properties - Advanced.

i have a similar problem....i get a BSOD followed by a restart when ever i Standby or Hibernate...no idea why

Thanks for the ideas. I also found this page http://aumha.org/win5/a/shtdwnxp.htm which lists several possibilities.

Comatose, it's possible, but wouldn't that only affect things when you pushed the button? I'm shutting down from Windows.

ACPI is set to Enabled, I will disable it and see what happens. Last night I didn't even know what ACPI was. I didn't see a way to disable APM in the bios.

I have a new PSU of my own coming today, If all else fails I'll try it tonight. The PSU installed now came with the case and only has 12 amps on the +12v rail, but it's only running the Sempron, motherboard, cd player, and harddrive. Oh and the floppy.

I also have an old Voodoo3 in one of my backup systems I can try in there and see if that's the problem.

When I do figure it out, I will post it here for people who find this post from the Search function.

Update:

It was indeed the videocard. The Geforce4 mx came today and the problem was solved.
