PC won't power on..

This is my first build in a few years and after piecing everything together nothing would turn on. I double and triple checked all connections, tried different electrical outlets, power cable, etc. I then removed everything but the motherboard w/cpu and the power supply and sat it on a wood block. When I turn it on the power supply fan isn't spinning, however, the fan on my cpu will spin a few times every few seconds.

At this point I can only believe this would be either a DOA PSU or motherboard. I do not have another PSU to check, but I can only assume that would be the culprit? Before I run out and buy a new PSU I wanted to see if you guys had any other recommendations or ideas what could be causing it.

The board I am using is a GIGABYTE GA-965P-S3 and the PSU I am using is Corsair CMPSU-520HX ATX12V v2.2 and EPS12V 2.91 520W Power Supply.
