PC won't boot

My parents PC stopped booting all of a sudden. The PSU/CPU/Video fans all come on, case lights come on, but then nothing. I tried swapping out the RAM with some that I know works, (it is currently in the PC I'm posting from) and to my delight, it booted up fine. So I bought some new RAM, installed it, and it didn't boot. I assumed the RAM I bought was DOA, but just to be sure I tried the working RAM again and this time it didn't boot. Nothing else changed in the time I was swapping the RAM around. Anyone have any ideas?

PC Specs:
Antec SmartPower 2.0 350W PSU
ECS 755-A2 v1.0 754 SiS 755 MoBo
AMD Sempron 64 2500+ Palermo 1.4GHz Socket 754
PNY 512 MB PC 3200 RAM (also tried 100% guaranteed working Kingston 2x512 MB PC 3200)
ATI All-In-Wonder 9700 Pro AGP

okay, pull out the video card, reseat it, if it needs power make sure it's snug.make sure both power plugs for the motherboard are snug and secure.
