PC won't boot when overclocked with external HDD plugged in via USB

When changing the CPU multiplier even by 1, my PC will not get passed the 'memory testing' upon boot. It restarts. I can play with the values all night long and maybe sometimes it will display the first number (4) for the memory testing and then restart.

A typical overclock for the Q6600 is 3.0 Ghz (9.0x333). I'm ONLY able to achieve this by unplugging BOTH of my external drives via usb. One is 1TB, the other 500GB.

Once windows is loaded I can use both HDD's perfectly fine.
I don't think it's my PSU as this occurred with my last one too.

What gives?

This is a known bug in many Gigabyte BIOSes.

On a cold boot with USB external HDs connected, mine would always double-post, and reset my overclock. I would have to go back into BIOS, re-setup my overclock, and then warm reboot into windows.

I have the same problem with too many USB drives, cell phone or MP3 player plugged in.

MY foxconn board does the same thing, it will turn on but hang at the foxconn logo if i have any USB stick or Drive hooked up. The funny thing is it will boot off a USB drive as long as i plug it in right after the logo screen.
