PC very slow to transfer data over network

Hi guys.
Just a question- what normally causes a PC to send our data really slow?

We have a PC with Windows 7 and it is copying data over the network really slow- at like 8 kb/s according to Windows.

This is to any number of computers, so the problem lies with the PC. No one else has issues.

Driver issue? This PC is part of a domain. Bad NIC?

I cant actually tell you at the moment. I dont have access to that PC. I have noted that if I go to another computer and pull the file from that PC using shares, or copy a file to that PC, its normal speed. Its only when you are copying files using that computer's console.
