Hey my aunts computer is on its last leg. She is a retired school teacher. Right now she has
i7 4770
Asus Z87 deluxe
Gtx 960
All she does is surf the internet, Facebook, Some simple online video games(card games no FPS games lol)

Do you think a Asus Z390 mobo, i7 9700k(no hyperthreading but does she need it?) and a 1650 gpu would be ok? Her monitor is a 27inch 4k monitor. Budget would like to be between 500 to 1000 bucks (would like to stay close to 500)

Any suggestion would be greatly appreciated.
 
That system is overkill for what she does. I suggest simply replacing whatever is bonking. If it does not already have an SSD that would be the first purchase. GPU dying, use the iGPU.

Now if she is determined to have that "new car smell" build something more budget oriented like a 10400 or Ryzen 3600 system. I, and I am certain, others. will spec one out if you are uncertain where the value is.

Unless the current system is dead, there's really not reason for her to upgrade to a newer system as she really won't gain anything from doing so.
 
Or, pick her up a refurbished desktop from the Dell Outlet (either Home or Business, whichever one you can get a better deal at). Very cheap, usually look just like new, and are perfectly suited for what she is doing with it.
 
I have an i5-6500 OEM HP micro-tower rig that I could "tweak up" for her, with a 480GB SATA6G 2.5" SSD, and a GTX 1650 4GB D5. Around $500 shipped. PM if interested. Or, I can give you pointers on where to find these parts to build one yourself, if you'd prefer.
 
As said, if the system is running on HDD, then installing an SSD will be a MAJOR improvement to the system. I do those things on a 2nd generation laptop with a dual core pentium and iGPU.
