PC turning off and on and off and on

Hello. I have this problem about my pc. When I turn it on, it eventually turns off then it turned on again and off then on and off and on. I have to turn off the AVR so it will stop. I need help :(

my Motherboard is MSI G31 TM P31
ATI HD Radeon 4350 Video Card (1gb)
2gb RAM
OS Windows 7 Ultimate

It all started 2 months ago when I put additional 1gb memory card so it become 3gb all in all. It turns off and on and off and on. Maybe their speed and timing aren't the same. So I remove the new card but it didn't fix the problem. I have to reset everything by removing cmos battery and it works fine. The problem gone expecting everything is fine.

Now it happened again but this time the OS says something strange about a problem occur due to some removable disk being used but unplugged accidentally or some CD ROM drive or disk that is failing. But it did boot and running.

I shut it down and turn it on again and there it goes it turns off and on and off and on. I checked my hardisk and dvd drive and make sure it was properly inserted. I also check the ram card. It did report some overclocking failure. But it was fine now. I hope it won't happen again but seriously I have no idea what is happening to my pc. I need help. It might happen again ^_^

Try changing the boot order so it doesn't boot into windows. Have it boot to usb, don't stick anything in usb.. it will fail to boot... but you want to see if the computer reboots after a few minutes or not. If it doesn't keep rebooting in this mode, then it is a problem in Windows. If it does keep rebooting it is a hardware/settings issue. You'll need to start by testing ram/ram settings and possibly power supply swapping. Once you figure out the hardware issue, point your bios back to your hard drive to boot back to Windows and you will be good.

I didn't stick anything in usb except my printer which is non-bootable. I disabled the first second and third boot sequence. I also turned off the boot to other device - setting. Of course it doesn't boot and it’s not restarting. So I suspect it might be Windows issue but if it is, I can't see any probable cause why it happens.

So you had 2GB of RAM and you add 1GB and it starts messing up. Then you take out the 1GB and it is still messing up? Have you tried removing all the RAM and reseating it?

Yes I did. However it's fine for now and it might happen again. I didn't fix anything yet. Thank you by the way

You should try to reseat everything if possible. Even a dislodged graphics card can cause this symptom.

Also, before Windows load, keep pressing F8, and go to "Disable Automatic Restart when error" something like that (if it says Enable... it's already disabled). If you have it on, bluescreen errors can lead to restart of PC so quickly you won't even know it's a Windows bluescreen of death (BSOD).
