Pc stuttering even after format(+video)

Hello guyz.
My pc doing this.

Im using Windows7 Ultimate x64 with latest drivers, and my temperatures is excellent.
Memtest was ok no errors. Also no trojans/malwares or virus. My SSD health is 100%.
Stuttering happen when idle or surfing or extreme gaming..

Case: Fractal Design Define R4 / Cpu: Intel i5 4670k / Cpu Fan: CoolerMaster Hyper 212 EVO
/ Mobo: Asrock Z87 Extreme4 / Ram: Crucial Ballistix Tactical 1600mhz CL8 2x4GB / Vga: Asus R9 280X DC2T 3GD5 / SSD: OCZ Vertex 4 128GB / PSU: Coolermaster Real Power 620W / Monitor: Dell U2412M / Speakers: Logitech Z323 2.1 / Keyboard: Microsoft Digital Media Pro / Mouse: Logitech MX518

You think is hardware or software problem? You think PSU is old or weak?

Try running HDtune and check for HDD errors. What games are you playing? Does it happen in all games? Are you maxing your settings out?

Turn of uTorrent while gaming! BTW- Use Peerblock with uTorrent.
 
HDTune show no errors on SSD
Im playing Wolfenstein New order, minecraft, Battlefield 3, Tropico 4-5 etc
It happen in all games with high settigs but also it happens in just surfing or movie etc

Turn off utorrent even game is offline?

Try changing the SSD SATA port to a different one on your motherboard. You may also have a rogue application purposefully sabotaging your PC performance. Did you run any anti-malware solutions? If not, I'd suggest running herdProtect, Malwarebytes and Ad-ware.
 
Attach the monitor cable to one of the video ports that comes with the motherboard and run the computer from the CPU's integrated graphics. If it still stutters, then it isn't the GPU. If it stops, then it is the GPU or its drivers.
