pc speaker/sound system issue

i'm having a problem with my sound. when i change the volume in the system tray, the pc speaker beeps instead of the sound system. i can't tell how loud the volume is. it's quite annoying and i updated the drivers for my audigy card with no luck. any ideas?

I have the same problem with on-board realtek soundcard.
