Pc shutdown during boot up

for the past two days, my Pc shutdown a few seconds into the booting up process. So I turn on my PC, it shuts down right after the Asrock splash screen before I see the windows logo. Then I turn it on again, it boot into windows just fine.

I reset my Bios to UEFI default , Change out the ram module, down clock the ram module and take out the HDD, disable any overclocks.

About the only thing I did not and could not do is change out the PSU. So is it possible that this is a PSU problem?
