PC restarts instead of shutting down

Hi, I would like to ask for help, my friend's PC restarts even if you clicked on "Shutdown". He is using a WinXP SP2 same version as mine. The hardware is a Pentium 4 1.5ghz, ECS P4VMM2 motherboard, 512MB RAM and a GeForce4 MX400.

I noticed that when I replaced the video card with the same chip (MX400) the problem seems to go away but I am not sure if it is the video thats causing this as the card is working fine, my friend's CPU was with me for only a day so I was not able to make further test.

Further to this after the first reformat and installation of XP there was a driver issue with the video card so I reinstalled windows again and used another video card of the same chip (MX400) everything went ok, then I just replaced my video card with my friend's original card.

The PC was just reformatted clean and no other problems.
 
Save yourself some time and donate it and get a new PC that computer is ancient. If he really needs to keep it I think you found the solution.

Hi! Thanks for the reply. I was able to solve the problem, the hardware thats causing the problem was the PCI modem.
